Physical growth should form part of the calculation. Dowman has extraordinary technical ability, while his defensive work and strength in senior duels still need more experience. A poor loan choice could leave him watching from another bench, which would solve very little.
That makes the destination crucial. McCoist’s Rangers idea has logic because Ibrox would expose Dowman to senior football, pressure and a physically demanding environment. Luton, under former Arsenal coach Jack Wilshere, offers another route. A possession-based side could give Dowman more touches and clearer attacking responsibility.
Arsenal should judge any offer by minutes, coaching, tactical role and squad competition rather than the club’s name. Dowman already has Premier League records at 16. The next step needs regular football that tests the qualities behind those records, rather than another headline.
